Beleren's word becomes unbreakable law on Ravnica and he is a potent mage - but still only a man. In the current D&D iteration of the lore, the guildpact is personified by an unreliable planeswalking mindmage called Jace Beleren, the living guildpact. Ravnica is prevented from falling into catastrophe by the existence of the guildpact - the magically enforced law that keeps the guilds in check. While physical conflicts abound on Ravnica, the true power in the world city arguably resides in its politics.
